The Panel


Frances was appointed as Queen's Counsel in 1994 and sits as a Deputy High Court Judge (Family Division) and Crown Court Recorder.  She specialises in complex and serious cases involving criminal and child law.  She also has extensive experience in mental health and sexual abuse cases.


Alyson has a background in social work. She undertakes research into child fatalities and leads Serious Case Reviews into child abuse. She also has expertise in setting up and conducting public inquiries.


Sandy is a former Director of Social Work in Scotland, and Chairman of the Parole Board.  He also has expertise in residential child care and fostering services and currently is a board member of a company providing these services in Scotland.

IJCI Final Report to be published Monday 3 July, 2017

​The Panel of the Independent Jersey Care Inquiry on Friday (28 April) made the following announcement:

"The Inquiry Report will be published on Monday 3 July, subject to any other unforeseen circumstances.

"Arrangements for the launch of the report will be published in due course."

IJCI Panel reaffirms evidence received will not be destroyed.

​The Panel of the Independent Jersey Care Inquiry on Tuesday (26 April) issued the following statement:

"The Inquiry wishes to reaffirm that the evidence it has received will not be destroyed. Arrangements for securing and preserving Inquiry data are under active consideration."
