The Panel


Frances was appointed as Queen's Counsel in 1994 and sits as a Deputy High Court Judge (Family Division) and Crown Court Recorder.  She specialises in complex and serious cases involving criminal and child law.  She also has extensive experience in mental health and sexual abuse cases.


Alyson has a background in social work. She undertakes research into child fatalities and leads Serious Case Reviews into child abuse. She also has expertise in setting up and conducting public inquiries.


Sandy is a former Director of Social Work in Scotland, and Chairman of the Parole Board.  He also has expertise in residential child care and fostering services and currently is a board member of a company providing these services in Scotland.

IJCI Panel advise of delay to publication of report after receiving new information relating to Phase 3 of their work.

​The Panel of the Independent Jersey Care Inquiry on Thursday (9 March) released the following statement:

"The Panel has received new information as part of Phase 3 of its work, in respect of recommendations for the future of Jersey's childcare system.

"The Panel has advised the States of Jersey that there will be a delay to the publication of the report pending examination of the new information as to whether it affects the recommendations we intend to make.

"We do not anticipate extensive delays. We will announce the date of the report's publication in due course and advise on the arrangements that will be in place for its launch."

IJCI final report to be published in first quarter of 2017.

The Panel Independent Jersey Care Inquiry is progressing with the drafting of its report into the abuse of children in Jersey's care system over many years. It confirms that the report will be published during the first quarter of 2017 and not at the end of 2016 as previously published. Further information in respect of the publication will be provided in the New Year.
